Solved my own problem, and feel like a fool for spending hours on this....
I had Autofit Guest off. This was because once I have 1600x900, I want to keep it there to take screenshots.
I turned it on and re-sized the window to bigger than 1600x900. That got me into 1600x900 mode.
Then, I shut it off again.
